People and Culture Manager (P-4) – Fixed Term, Maputo

About the role

UNICEF is seeking a People and Culture Manager (P‑4) on a fixed‑term basis to lead integrated HR and culture services for its Mozambique country office and zone offices. Reporting to the Representative, the incumbent will shape strategic, people‑centered solutions that support UNICEF’s mission and business objectives.

Key responsibilities

• Provide technical HR leadership, develop and implement policies, and ensure compliance with HR principles, policies and regulations.
• Act as strategic advisor on workforce planning, organizational effectiveness and change management, coordinating recruitment, talent management, learning, HR analytics and emergency workforce readiness.
• Lead organizational transformation, staff engagement, wellbeing and diversity & inclusion initiatives aligned with UNICEF values.

Required profile

• Master’s degree (or equivalent) in Human Resources Management, Business Administration, Psychology, Social Sciences or related field.
• Minimum eight years of professional HR management experience in an international organization or large corporation, including HR leadership, change management and policy advisory.
• Fluency in English; knowledge of Portuguese, Spanish or Italian is highly desirable.
