Provincial Technical Officer – Outbreak Response (Mozambique)

About the role

The Provincial Technical Officer – Outbreak Response will lead technical activities to strengthen outbreak preparedness, detection and response at provincial and district levels in Nampula, Mozambique. The role supports the Provincial Public Health Emergency Operations Center (PHEOC) and the Incident Management System (IMS) to ensure rapid, coordinated public‑health emergency actions.

Key responsibilities

• Provide technical leadership to strengthen provincial PHEOC and implement the Incident Management System during outbreaks.
• Plan, deliver and mentor staff on public health emergency management trainings, simulations and after‑action reviews.
• Coordinate outbreak resource mapping, emergency stock management and pre‑positioning of supplies.
• Support rapid deployment logistics, surge capacity planning and isolation site activation.
• Serve as the primary focal point for outbreak response, liaising with health authorities, laboratories, NGOs and One Health partners.

Required profile

• Strong understanding of public health emergency preparedness, IDSR and PHEOC operations.
• Demonstrated experience in field‑based outbreak investigations and incident management.
• Ability to analyse outbreak data and produce situation reports, line lists and epidemic curves.
• Fluency in Portuguese and proficiency in English.
