Provincial Technical Officer – Surveillance

About the role

The Provincial Technical Officer – Surveillance will support the EpiC Global Health Security (GHS) Project by leading surveillance activities at the provincial level in Nampula, Mozambique. The role focuses on coordinating disease‑surveillance integration, mentoring government staff, and ensuring alignment with national health‑security frameworks.

Key responsibilities

• Lead and coordinate provincial surveillance interventions, including data‑flow mapping, gap analysis, and system improvements.
• Facilitate One Health engagements across human, animal, and environmental health stakeholders.
• Establish and support provincial technical working groups on surveillance.
• Provide preparedness and response support through simulations, rapid‑response training, and outbreak investigations.
• Document progress, lessons learned, and challenges to inform national planning.
• Maintain communication with national EpiC GHS staff, sub‑partners, and HQ advisors.

Required profile

• Bachelor’s degree in public health, epidemiology, data sciences or related field; additional training in outbreak investigation, emergency response or IPC is a strong asset.
• Minimum 4 years of relevant experience in public health, epidemiology or emergency management, including proven experience supporting provincial‑level outbreak responses in Mozambique.

Required skills

• Proficiency with Excel and DHIS2 for data analysis, dashboard creation and reporting.
• Strong ability to mentor and coach health staff on data management and outbreak reporting.
• Experience using Microsoft Office suite and digital reporting/coordination tools (e.g., Zoom, Teams).
• Fluency in Portuguese (required) and working knowledge of English (preferred).
