Provincial Technical Officer – Surveillance (Mozambique)

About the role

The Provincial Technical Officer – Surveillance will support the EpiC Global Health Security project by coordinating disease‑surveillance activities across Nampula Province. Based in Nampula City, the officer will work closely with provincial health authorities, district teams and multi‑sectoral partners to strengthen data flow, outbreak response and One Health coordination.

Key responsibilities

• Lead surveillance integration activities, map data flows, analyse reporting gaps and implement improvements aligned with national systems.
• Coordinate One Health engagements between human, animal and environmental health stakeholders at provincial and district levels.
• Facilitate and maintain provincial technical working groups on surveillance and support simulation exercises, rapid‑response training and outbreak investigations.
• Mentor provincial and district surveillance staff on data management, outbreak reporting and use of simple dashboards.
• Provide regular technical updates and progress reports to senior surveillance specialists and maintain communication with national technical staff and partners.

Required profile

• Bachelor’s degree in public health, epidemiology, data sciences or related field.
• Minimum 4 years of experience in public health, epidemiology or emergency management, preferably in Mozambique.
• Proven experience supporting provincial outbreak response and working with government health authorities.
• Fluency in Portuguese (required) and proficiency in English (preferred).

Required skills

• Proficiency with Excel and DHIS2 for health data analysis and reporting.
• Ability to develop simple dashboards, charts and feedback tools.
• Experience with outbreak response, infection prevention and control (IPC) or health emergency coordination.
• Strong command of Microsoft Office and digital reporting/coordination tools.
