Public-Private Partnership Specialist (PPPs)

About the role

Enabel is seeking a Public-Private Partnership Specialist to lead the design, structuring and implementation of PPPs within the Belgium–Mozambique climate resilience programme. The role focuses on expanding decentralized renewable energy solutions and supporting the national energy fund (FUNAE) in delivering mini‑grid projects.

Key responsibilities

• Coordinate the design, structuring and implementation of PPPs, ensuring compliance with national regulations and donor requirements.
• Develop and launch competitive public tenders for mini‑grid infrastructure and productive‑use technologies.
• Provide technical expertise on PPP models, financial structuring, risk allocation and contracting mechanisms.
• Prepare and quality‑review tender documents, concession agreements and grant arrangements.
• Support negotiations with private‑sector partners and identify/mitigate commercial and financial risks.
• Collaborate closely with the Project Manager, Technical Project Coordinator, Grant Management Specialist, public institutions (FUNAE, ARENE) and private developers.

Required profile

• Proven experience in public‑private partnership development, preferably in the energy or climate sector.
• Strong knowledge of national PPP regulations, donor frameworks and tender processes.
• Excellent analytical and negotiation skills with a focus on risk and financial structuring.
• Ability to work in a multicultural environment and coordinate multiple stakeholders.
