District Technical Officer – Global Health Security

About the role

The District Technical Officer provides basic technical support and guidance to district health authorities, health facilities and community structures for the implementation of Global Health Security (GHS) activities. Working under the Provincial Technical Officer, the role strengthens disease surveillance, outbreak preparedness, infection prevention and control, and health emergency management at district level.

Key responsibilities

• Support district health teams, SDSMAS and health facilities in disease detection, notification, reporting and outbreak response.
• Improve the quality, timeliness and use of surveillance data through routine data review, analysis and feedback.
• Provide mentorship, coaching and training to address technical capacity gaps.
• Participate in government meetings, prepare technical inputs for reports and ensure documentation follows organizational policies.
• Assist in the preparation of quarterly and annual project reports and other required documentation.

Required profile

• Basic working knowledge of disease surveillance, outbreak preparedness, infection prevention and control, and health emergency management.
• Familiarity with Mozambique’s health system and experience working with district‑level government health structures (preferred).
• Proficiency in Portuguese; knowledge of local languages is an advantage.
• Excellent oral and written communication, analytical and organizational skills.
