ICLA Officer - Mocímboa da Praia

About the role

NRC has been delivering Information, Counselling and Legal Assistance (ICLA) activities in Mocímboa da Praia since 2024, supporting displaced, returnee and host community members to access information on their rights and obtain civil documentation. A full-time ICLA team is now being established in the district, and the ICLA Officer will be based at the NRC office there, taking regular field trips to Cabo Delgado Province to run mobile legal clinics, awareness sessions and other programme activities.

Key responsibilities

• Implement the technical portfolio of ICLA activities to high quality standards, in line with proposals, strategies and donor requirements
• Lead ICLA activities in the field, advise parties on legal processes, run awareness sessions and oversee local authorities' capacity-building programmes
• Hold information and counselling sessions on legal identity, health and legal protection (HLP) and other themes for beneficiaries
• Visit IDP relocation sites, host communities, local authorities, partners and government officials to identify needs and provide legal assistance, capacity building and advocacy
• Map service providers and prepare documents with legal information for target communities
• Design and adapt IEC materials on legal identity, HLP and other themes
• Develop and run NRC's case management systems and databases, and implement needs assessments and beneficiary registration
• Report regularly to the Field Manager, train technical assistants and liaise with local authorities and stakeholders

Required profile

• University degree in law, social studies, development studies or another relevant field
• At least two years of experience with an NGO, legal or international organisation in Protection or Human Rights
• Experience as a Protection Officer in a humanitarian or recovery context, and in complex and volatile settings
• Experience working with local partners and with government, local authorities, host communities and displaced populations
• Fluent spoken and written Portuguese, and knowledge of local languages in northern Cabo Delgado
