Provincial Outbreak Officer – Zambezia Province

About the role

The Provincial Outbreak Officer will provide technical leadership and operational support for outbreak preparedness, detection and response across Zambezia Province. Based in Quelimane, the officer will work closely with the Provincial Health Directorate and district health teams to strengthen emergency operations and ensure rapid, coordinated public‑health actions.

Key responsibilities

• Support and mentor provincial staff on Incident Management System (IMS) functions, PHEOC operations and emergency response tools.
• Plan, deliver and evaluate public‑health emergency management trainings, simulation exercises and after‑action reviews.
• Coordinate outbreak resource mapping, emergency stock management, surge capacity planning and rapid logistics deployment.
• Serve as the primary focal point for outbreak response, maintaining relationships with government, partners and One Health taskforces.

Required profile

• Strong understanding of public‑health emergency preparedness, IDSR and PHEOC frameworks.
• Proven experience in field‑based outbreak investigations and rapid response coordination at provincial or district level.
• Ability to analyse outbreak data, produce situation reports, line lists and epidemic curves.
• Excellent coordination, communication and problem‑solving abilities under pressure.
