Senior Technical Advisor – Water, Sanitation & Hygiene (WASH)

About the role

The Senior Technical Advisor, WASH will provide technical leadership for a donor‑funded WASH project in Mozambique, strengthening water, sanitation and hygiene services in health facilities and communities. Reporting to the Director of Global Health Security, the role serves as the primary technical focal point for WASH programming and liaison with the Ministry of Health and key partners.

Key responsibilities

• Provide technical leadership and oversight for all project activities, ensuring alignment with approved workplans, budgets and timelines.
• Guide central and provincial staff and consultants on WASH implementation, quality assurance, and delivery of tools, training materials and guidance documents.
• Identify implementation bottlenecks and develop practical solutions to keep the project on track.
• Serve as the main liaison with the Ministry of Health, UNICEF, WHO, donors and implementing partners; represent the project in technical working groups on WASH, IPC and cholera.
• Support sustainability and scale‑up strategies for provincial implementation.
• Supervise the Senior Program Officer and other staff or consultants as recruited.
• Contribute to work planning, reporting, monitoring and learning activities.

Required profile

• Master’s degree in Public Health, Medicine, Health Systems or a related field (or Bachelor’s degree plus three years relevant experience).
• Minimum 12 years of progressively responsible experience in WASH, public health, environmental health or health‑systems strengthening.
• Proven experience managing donor‑funded health or development programmes.
• Experience working with Ministries of Health and other government institutions.
• Experience coordinating with development partners, NGOs and technical agencies.
