Senior Technical Officer – Early Childhood Development

About the role

FHI 360 is seeking a Senior Technical Officer to lead the integration of Early Childhood Development (ECD) interventions within Mozambique's primary health care system. Based in Nampula City, the role supports the delivery of nurturing care, responsive caregiving, and early stimulation through existing maternal, newborn, child health, nutrition, and immunization platforms.

Key responsibilities

• Manage day‑to‑day implementation of ECD activities across districts, facilities, and communities.
• Develop and use technical tools, job aids, training materials, reports, and learning products to support ECD integration.
• Provide capacity‑strengthening and technical expertise to FHI 360 staff and government stakeholders.
• Collaborate with technical teams to embed ECD approaches into antenatal, postnatal, immunization, child health, nutrition, and community platforms.
• Lead caregiver‑focused interventions that promote responsive caregiving, early stimulation, father engagement, and support for adolescent and young mothers.
• Identify and design approaches that strengthen linkages between health, nutrition, WASH, community health, and ECD programming.
• Ensure activities comply with MISAU guidance, project workplans, and global best practices.

Required profile

• Proven experience in early childhood development and integration with maternal and child health services.
• Demonstrated ability to provide technical leadership and capacity‑building to multidisciplinary teams.
• Strong collaboration skills with government authorities, community partners, and international NGOs.
• Experience managing programs across multiple districts and health facilities.
